CITY OF CHARLESTON, WEST VIRGINIA NOTICE OF REQUEST FOR EXPRESSIONS OF INTEREST PROJECT NO. 2026-106 CONSTRUCTION ENGINEERING AND INSPECTION (CEI) SERVICES AND WVDOH SECTION 401.7 VERIFICATION TESTING SERVICES CAPITAL CONNECTOR PROJECT AND CITY FANS ROUTE The City of Charleston, West Virginia is soliciting Expressions of Interest ("EOI") from qualified engineering firms to provide services under two (2) separate scopes of work: (1) Construction Engineering and Inspection ("CEI") services for the Capital Connector Project, a federally funded multimodal transportation and pedestrian improvement project along an approximately 3.5-mile corridor of Kanawha Boulevard East and Greenbrier Street, funded by a RAISE Discretionary Grant administered through the Federal Highway Administration (FHWA); and (2) WVDOH Section 401.7 Verification Testing services for the City FANS Route, a federally funded paving project supported by a Surface Transportation Block Grant (STBG), including verification testing for an estimated 70,000 square yards (SY) of milling and 6,000 tons of HMA asphalt. Firms should submit qualifications for both scopes. All applicable federal-aid requirements apply to both projects.
